Virginia's grant landscape is shaped by two dominant factors: the enormous concentration of federal government and defence activity in Northern Virginia, and the need to diversify and revitalise rural Southwest Virginia, Southside, and the Eastern Shore. These create very different funding environments depending on where your business is and what it does.
The VEDP leads the state's economic development effort. Its Virginia Business Ready Sites programme and Commonwealth's Opportunity Fund support job creation and capital investment. The Governor's Agriculture and Forestry Industries Development (AFID) Fund is specifically designed to grow food and forestry businesses that create jobs in rural Virginia. VEDP also supports export growth through its international trade programme with matching grants for smaller businesses.
Virginia receives more SBIR/STTR funding than almost any other state, driven by the proximity to the Pentagon, DIA, NRO, DARPA, and multiple military installations. Businesses in cybersecurity, AI, satellite tech, and defence electronics should specifically target DOD SBIR competitions. The Virginia Innovation Partnership Corporation (VIPC) provides gap funding for Virginia companies in SBIR Phase I who need bridge support. CIT Gap Funds also co-invest alongside SBIR awards.
The Virginia Department of Agriculture and Consumer Services (VDACS) runs the Agriculture and Forestry Innovation grants and specialty crop funding. USDA Rural Development Virginia is active in Southwest Virginia, the Valley and Ridge region, and the Eastern Shore. ARC grants (Appalachian Regional Commission) fund business development and workforce training across the 21 Virginia counties in the Appalachian region.
