Minority-owned businesses in the US can access dedicated federal programmes, SBA set-aside contracts, MBDA business centres, and private foundation grants. This guide covers the main routes and how to navigate them.

A range of programmes exist specifically to address this gap - through dedicated contracting set-asides, business development centres, and targeted grant programmes. Minority Business Development Agency (MBDA)

The Minority Business Development Agency (MBDA), within the Department of Commerce, is the only federal agency specifically established to support minority-owned businesses. It operates a national network of MBDA Business Centers providing free consulting on business planning, access to capital, federal contracting, and market development. MBDA's Federal Procurement Center helps minority-owned businesses access federal contracting opportunities. For minority entrepreneurs pursuing federal markets, an MBDA Business Center is an important early stop - the assistance is free and the advisers know the federal market specifically.

SBA 8(a) Business Development Programme

The SBA's 8(a) programme is the most significant federal contracting programme for minority-owned businesses. It provides a nine-year development programme with access to sole-source contracts (no competition required, up to $4.5 million for services, $7 million for manufacturing) and set-aside competitions limited to 8(a) participants. Eligibility requires socially disadvantaged status (members of specified racial/ethnic groups are presumed to qualify), economic disadvantage (net worth below $750,000 excluding home equity and business value), and US citizenship. The application process is detailed, but the contracting access is substantial - many 8(a) graduates have built significant businesses through the programme.

Federal contracting set-asides

Beyond 8(a), various socioeconomic contracting categories benefit minority business owners. HUBZone certification provides preferential treatment in contracting for businesses in historically underutilised business zones - relevant for businesses in urban or rural areas meeting the geographic criteria. The SDVOSB and VOSB programmes for veteran-owned businesses overlap significantly with minority ownership in some demographics. All set-aside programmes require SAM.gov registration and active SBA certification for the relevant category.

Private foundation and corporate grants

Private foundation grants specifically for minority business owners include programmes from Comcast RISE, FedEx, Visa, and the Minority Business Development Fund. Corporate supplier diversity programmes - from large companies like Amazon, Google, and Walmart - provide both contract opportunities and grant-adjacent support. Community Development Financial Institutions (CDFIs) often prioritise minority-owned businesses for loans at below-market rates. The combination of federal set-asides, foundation grants, and CDFI financing creates a funding ecosystem that, while imperfect, offers more routes than general market financing alone.
