The UK public sector spends over £300 billion annually on goods and services. This guide explains how to find relevant tender opportunities, understand the procurement process, and build a competitive bid.

UK public sector procurement represents one of the largest and most accessible markets for businesses of all sizes - yet most SMEs don't pursue it. The perceived complexity of the process, the assumption that large contracts go to large businesses, and simple unfamiliarity with the system all keep capable suppliers away. The reality is that the public sector actively needs SMEs - for specialist expertise, regional presence, and competitive pricing.

Where to find UK tender opportunities

Find a Tender Service (FTS) is the mandatory portal for public contracts above specified thresholds. Contracts above these values must be advertised here. Contracts Finder covers contracts below the FTS threshold - often a better starting point for SMEs, since smaller contracts have less competition and faster procurement timelines. Both are free to access. Local councils, NHS trusts, universities, and housing associations often maintain their own procurement portals in addition to these national platforms.

The Procurement Act 2023

The Procurement Act 2023 - which came into force in February 2025 - is the most significant overhaul of UK public procurement in decades. Key changes for SMEs: a new transparency platform consolidating procurement notices; new preliminary market engagement rules allowing businesses to input before specifications are finalised; a Vendor Registration System simplifying qualification; and new rules requiring contracting authorities to consider the barriers SMEs face when designing procurements.

Framework agreements

Much public sector spending flows through framework agreements - pre-approved supplier lists from which contracting authorities can place orders without running a full procurement process. Getting onto a framework takes effort upfront, but it generates a pipeline of contract opportunities with a much lower administrative burden. The Crown Commercial Service (CCS) maintains major cross-government frameworks covering IT, professional services, facilities management, and more.

Bid writing: what separates winners from losers

Public sector buyers evaluate bids against published criteria - price, quality, and social value. Generic responses score poorly. The best bids directly address what the buyer has said they need, use their language, and provide specific evidence rather than general claims. One concrete example of relevant experience outweighs three paragraphs of general capability. Social value - what wider benefit you bring beyond the contract - has become an increasingly weighted criterion since the Social Value Act 2012.
