US Manufacturing Grants

US manufacturers can access federal grant support through NIST's Manufacturing Extension Partnership, DOD programmes, DOE industrial efficiency funding, and SBIR for manufacturing technology R&D. This guide covers the main routes.

US manufacturing has been a consistent federal policy priority - for jobs, national security, and supply chain resilience - and the funding landscape reflects that. Between NIST's Manufacturing Extension Partnership, DOD manufacturing programmes, DOE industrial efficiency grants, and SBIR for manufacturers developing new processes or technology, small manufacturers have more public support available than most realise. The challenge is that much of this support comes through free technical assistance rather than cash grants, and knowing which route delivers what is critical.

MEP National Network

The Manufacturing Extension Partnership (MEP), run by NIST, is a nationwide network of manufacturing advisers providing subsidised consulting to small and medium-sized manufacturers. MEP centres in every state offer services including lean manufacturing, quality systems, workforce development, technology adoption, and business growth strategy - typically at 50–75% below commercial consulting rates, with the rest subsidised by federal and state funding. This isn't a grant programme - MEP centres don't give money - but the value of subsidised technical assistance can be substantial. For a manufacturer looking to improve processes, adopt new technology, or prepare for government contracting, MEP is the first call to make.

NIST grants and cooperative agreements

Beyond MEP, NIST runs competitive grant programmes for manufacturing research and standards development. The Hollings Manufacturing Extension Partnership competitive awards fund state MEP centres directly. NIST's Advanced Manufacturing Technology programme has funded specific manufacturing innovation areas. NIST's laboratory programmes collaborate with industry on measurement science - relevant for manufacturers where precision and standards are business-critical. NIST grants are less well-known than SBIR but worth monitoring if your manufacturing activity intersects with measurement, standards, or manufacturing technology.

DOD manufacturing programmes

The Department of Defense has significant interests in domestic manufacturing for national security - semiconductor production, specialty materials, aerospace components, and defence-critical supply chains. DOD's ManTech (Manufacturing Technology) programme funds manufacturing process development for defence applications. The Rapid Innovation Fund (RIF) provides fast-path funding for innovations close to military deployment. DOD's Defence Production Act Title III investments support domestic manufacturing capability in critical industries. For manufacturers with defence-relevant products or processes, DOD funding channels are worth understanding alongside SBIR.

DOE industrial efficiency grants

The DOE's Industrial Efficiency and Decarbonisation Office funds grants for manufacturers reducing energy consumption and greenhouse gas emissions. The Industrial Assessment Centers (IACs) provide free energy assessments for qualifying manufacturers. The Better Plants programme is a voluntary partnership with DOE that includes technical support. For energy-intensive manufacturers, the combination of DOE technical assistance, energy efficiency grants, and IRA manufacturing credits can be substantial - worth a systematic audit of what's available before making major capital investment decisions.
